A freestanding barrier device constructed of metal, masonry, composition or wood, or any combination thereof, and designed for exclusion, confinement or screening, provided such device shall not be electrically charged and, except with respect to restricted areas of public utilities and potentially dangerous installations or enclosures protecting livestock, barbed wire shall not be used in or adjacent to any residential district. Fences must be installed completely upon your private property and the finished side of the fence must face outward (toward the street and/or neighboring properties). Existing drainage patters cannot be obstructed by fencing. Replacement of less than 50% of the linear footage of an existing fence within any 2 year period with matching fencing does not require a building permit. A plat of survey which depicts the current conditions upon the property and depicting the proposed location of existing fencing and the proposed fence. Upon determination that the application submittal is complete and after the Plan Review is complete and approved, a Permit Fee payment will be required for Permit Issuance. Permit Issuance provides permission to begin construction. A final inspection is required upon completion of the work.
